After installing Oracle Workflow Builder, you can click on file and open. You will see a similar screen
1. Click on Database and user would be apps
2. Password would be same as password for database
3. Connect would be instance such as Dev2
4. You can leave the Effective as blank
5. Click on ok and select the require workflow and start using it
